[RESOLVED NOT A BUG]Inefficient staff pathing Empty [RESOLVED NOT A BUG]Inefficient staff pathing

This is challenge mission 2 with close to default layout.

Open the save file and pause immediately.

Go to the top floor, and on the left you'll see two nurses - Carol Lopez and Carol Martin. On the right there's a nurse called Brooke Walker.

Run it for a few seconds on normal speed so that jobs get assigned then pause (the save is before jobs get assigned).

Carol Martin (on the left) is assigned the job of getting a stretcher for the surgery patient, however the stretcher she is going to get is on the other side of the hospital (on the right), and so is the patient.
Brooke Walker (on the right) is assigned the job of helping with surgery, where the surgery is on the other side of the hospital (on the left).

Why aren't they dealing with the jobs closest to them?

I also tried adding more nurses on the left but they were just left idle.

Hi and thank you for your report. 
Nurses are chosen for the procedures their availability and the distance to the patient, because then patients are less likely to wait. 
And they are going for the stretcher that is closest to he patient.

So if "Nurses are chosen for the procedures their availability and the distance to the patient" - why didn't the game choose the nurse closest to the patient?

Any why didn't the game choose the nurse closest to surgery to help with surgery?

It actually did. 

First game selected staff for the procedure in this order.
Carol Lopez for - surgery nurse 
Brooke Walker - assistant nurse (available and closest to the patient William Hall)
Carol Martin - for transporting the patient because she was also available and closest to William Hall)
Linda Johnson and Lisa Thomas are on their way to workplace at this point and are not in Idle state that has priority 

Closest to the surgery room is not taken into the account because you have have more then one.

Ah OK - I was thinking that the assistant nurse should be chosen based upon her proximity to the surgery, not proximity to the patient, because the assistant nurse goes straight to the surgery?

You can see this happening if you load the attached save, hire 3 nurses on the left, hire 3 nurses on the right (so you have way more than needed on both sides) and it still picks the assistant nurse from the right side.
