A major philosophy  when building your hospital should be to have the radiology department located in a spot where it is equally accessible for all departments. In the center of  the map, between the corners of multiple departments, next to the main elevators, etc.
In my case it is up the hallway to the left, just off screen. You can actually barely see an X-Ray room.

Just look at how many beds you can fit in the same space as the premade wards that only come with 4 beds :p

awesome! i'm using the exact same map layout as you have in the bottom picture. I have my E.R. access right of the cross-hatched ambulance staging spot.
