For immobile patients the bladder need is reduced automatically, but we're investigating a possible bug with patients under player control - could you check if the affected patients on your side are under player control by any chance?

Hi, I think we found it, although the problem was specifically linked to immobile patients at HDUs (probably a majority of HDU patients depending on department), the fix will be included in the next patch.

If anybody catches a patient with this issue at the ICU (it really shouldn't be possible), could you please upload you save?
