Transport-nurses idle, while collapsed patient leaves hospital!?

I'm not 100% how transports work, but I suppose if a patient at cardiology is collapsing and wait for transport to ICU, it is the nurses at ICU that are responsible - right?
Happened to me right now, and both nurses at ICU was idle in front of their pc:s, with a stretcher one tile next to them!
If this is how the game "works", there's no wonder I get so many patient transfer problem popups...
Is this a known issue? Something being worked on by devs?
Or have I totally misunderstood transport mechanics?

With "transport-nurses" I means they were dedicated to only do transports (at ICU).
And they were idling, while this collapsing patient (one floor up) waited so long that he left for another hospital.
Similar has happened a lot for me, even though I have many dedicated transport-nurses and loads of stretchers everywhere, but this was the first time I actually checked what the nurses were doing.

If the patient is hospitalised, it's the nurses on the hospitalisation ward that do the transporting.
