Radiology Department needs Neroexam Unit. Empty Radiology Department needs Neroexam Unit.

Playing Nerology, and patients in ER would leave because they couldn't get a Neroexam done.   It needs to be there too.

Then build a neuro-exam room on Neurology. Or close to the Neuro clinic doctors so they can go there straight away.
There's no need for a neuro-exam unit on Radiology, IRL it's not something you would find there.

I guess you haven't had any patients leave ER because they couldn't get a Nero exam done.
