Does anyone else have VERY low FPS in the game?

As you can see I have a lot of resources left, both CPU/GPU/RAM.
Yet I have ~50fps on a small hospital.
Is this normal?
It's playable, even though it stutters a lot, but seeing all resources so low makes me wonder...
Thought the newer updates should fix this, since they mention performance-fixes, but if anything I think it's slightly worse now when loading my old hospital just to try it out.

EDIT: i5-4570s, GTX 1650 Super, 8GB RAM, Win 10, all latest drivers/updates.

what map size is this? I don't although I play on the largest size available and have multiple levels to my hospital so there isn't a large concentration of dept activity on any one given floor.

It's the smallest sandbox-map, 64x64.
As you can see I don' have THAT many employees either.
Same thing even if the game is paused.
If I switch level/floor to the totally empty roof though, I suddenly get stable 60 fps since there is nothing there!
But strange that the CPU/GPU doesn't just increase the load, to try and keep the 60 fps...
This probably means I'll be down to 30 fps if I try to build a big hospital with max capacity, even though I have a quad core i5 and a very fast GPU, that for ex plays Witcher 3 with all on max and/or ultra at 60 fps.
