[Suggestion] Add a configurable work schedual

Would be great if we could get a work schedual to better assign staff to different shifts (and forgo no one actually working between 7 and 8 AM and 8 and 9 PM during shift change).

Would love to see that also. When I play small hospitals, I assign doctors sometimes onto double shifts. This mechanic can be tedious in a big hospital. Would love to see some Human Ressource features like the game Software Inc. has is. But realistically I think it's way to difficult to implement in that framework. Maybe Project Hospital 2 in 3D and even more fine tuning for HR.
