[NEED MORE INFO] No treatment available within ICU

Patient 'Carol King' is stuck within ICU with 'no treatment available' status. Cannot transfer patient to other dept as it says 'Patients can only be released from ICU after being treated'.
This is level 4 / campaign 1. The patient requires arm orthosis and I have a fully operational orthopaedy dept (green tick for both clinic and hospitalization).

Hi, do you remember how the patient got to ICU originally? Usually it's a result of a collapse, but this patient doesn't seem to have any symptoms causing a collapse.
Generally ICU keeps the patients for a certain period of time to make sure they're in a stable state and then transfers them to another department.

I manually sent her to the ICU as for some reason she wasn't getting treatment and I thought it was a lack of beds issue.

Hi, since this is my first post thank you for making this fantastic game I have been watching it for some time and very happy to start playing it.
Now I had this happening to me as well but due to a collapse.
Patient had Hypothyroidism and collapsed to to heart failure.
The paitent was automatically sent to ICU given defib and recived Urgent Echo which also showed Atherosclerosis.
Patient was then given ACE inhibitor while hospitilized at ICU. At the same time a message pops up saying patient can not be fully treated.
Patient can not not be released to Gen. Surg Dep. due to still under care. Next patient is being transported to another hospital due to not being treated.
Triage - This is not the first time this has happened and this is quite common. Patiens are being sent away even though there are possibilities for treatment. The bug is not directly related to ICU since it can happen with other departments as well.
E.g. If you have someone whom need an antibiotic treatment within a spesialist area they will be told that there isnt an available treatment. But in this is a treatment that can be administered at most hospitalizations.
Bug - Patients are being sent away to fast or when treatment is available at another clinic.
This is a bug as this should be one of the management areas where you as a player can affect how effective your hospital can be, and to use surplus capacity at other departments when there is a flux at one of them.
By keeping the current system in place the game becomes determinisitc and player choices are irrelevant, which in the end will make the game boring.
