moving hospitalized patients around

Ive got 2 HDUs and had two emergencies in the trauma centre and they required the HDU to then go on and have their operations. I already had 2 patients in the HDU that had been placed their by the doctors (bit annoying because it was for something minor like athletes foot. The problem im having is it wont let me move the existing HDU patients despite only having athletes foot to the regular ward so I can deal with the emergencies. I know I can build more HDU but id rather just be able to move those patients out because they don't need to be there. I just get "patient cannot be moved until treatment is finished". Am I missing something or is there any way aside on controlling every patient myself to not send minor patients to the HDU?
