Cant send patient to angiography

I have a patient at the medical clinic office with peripheral arterial disease. One of the exams is angiography, but the icon is greyed out, despite having this sector working normally.
Why I cant send the patient there?
I also noticed that the treatment is anticoagulants, which cant be prescribed at this department.

When you hover with your mouse over the exam, there should be some red text at the bottom of the tooltip. What does it say?
And what deprtament is that?

It says that angiography cant be prescribed from this department. I don't know the name of the department in English, but the icon has a blue cap and white surgical mask.
And the treatment? The anticoagulants cant be prescribed in this department, only cardiology.

That's General Surgery, weird, they should be able to prescribe it...
