Make Emergency Observation a Clinic and Not Hospitalization

When I put a patient into observation I'd prefer that when they are diagnosed that they aren't permanently hospitalized. Make them have to see a doctor before hospitalizing them. I always figured that observation was just that, not actual hospitalization. This causing me an issue with departments that do not have hospitalization which requires me to send the patient home.
