[OPEN LOW] Select doctor for patient

Whenever I select a doctor for a patient, it gets cancelled out according to the waiting room queue.
For example: say a patient A is getting treated by doctor X, but doctor X doesnt have enough skill and, therefore, doesnt have capability for doing a diferential diagnosis. When the game warns me about this, I select the patient and send him/her to another, more skilled doctor. This patient goes back to the waiting room, but if doctor X is the first to be free, the patient gets transfered back to doctor X.
If I set the patient for a differente doctor, Y, it should stay set that way.

We'll probably add a specific rule for the doctors selected by the player, so they don't change automatically, keeping open.
- [OPEN LOW] "A patient is about to leave". I hire a new medic, assign the patient on the new doctor, make him "Code blue", yet the doctor takes someone else in
- [OPEN LOW] Double patient for a same doctor
- [OPEN] Doctor and patient stuck in office
- [OPEN] Assign patient to a specific doctor
- [OPEN] Doctor and patient stuck in office, presumably waiting on lab results
