[OPEN] Patients stuck in waiting room on other floor

Description:
My General Surgery department is spread over two floors. The clinic and reception are upstairs, whilst the cardio and sonograph units are downstairs. There is a waiting room outside the cardio and sono units, but there is a larger one nearer reception and nearer the doctors' offices. Patients who seem to need to see a doctor in an office upstairs go downstairs to wait for their appointment, but are never called - the doctor remains idle, whilst the patient simply waits until the end of the day and goes home.

Repro steps
Look at patient Fraser Barkley sitting outside the Cardio and Sono General Surgery units. He will sit there until the end of the day. This will happen with other patients seemingly at random if you wait long enough.

I believe that's all that's necessary?

I have already made a separate thread about this. Currently patients seem to pick their waiting rooms quite at random. They definitely do not prioritize waiting near where what they are waiting for.
According to the devs, as far as I understand, patients will pick the nearest chair to wait in and that's just it.

Generally patients select waiting rooms around the workspace/room of the doctor or technologist that will perform the next examination, so something is obviously going wrong here.
