[QUESTION] Unable to build more than 2 departments

I built the entire first floor of my hospital and have a Emergency department and Radiology department. I wanted to continue my building on the second floor, but i am unable to place anything. i cant place objects, already build rooms or walls.

Hi, looking at the save - I think it's just that your budget is below zero. You can always take a loan from the bank to continue building.

Edit: Did you select free building when starting the level? In that case budget shouldn't matter and this would be indeed a bug.
