Unable to hire more staff

I tried hiring more staff but I am unable to do so even though I am following the requirements to hire them at the assigned department.

Please check if you reach or not staff population limit - info in the bottom panel (maximum is 200). If not, please upload screenshot and output:log, so we can figure out what is going on Wink
