Hi,
I'm trying to open a surgery department but i have a red warning triangle telling me I'm missing required staff. But the department staffing says I have all the required staff.

Not sure what to do.

You have enough doctors for hospitalisation, but do you have a doctor with the general surgery specialty in the surgery clinic room?
