[QUESTION] Bug or am i wrong or missing something?

I made a map with sandbox 96*96 ground
and added waiting room and reception and Clinic room on emergency part.
and recruited reception nurse and emergency doctor.
but I still can see open an emergency clinic. and I see an exclamation red triangle mark that no room is not required.
I bought the game last week so I am newbie in this game. so I'm not sure it's a bug.
Please let me know what is wrong with my saving file.

You need to add a restroom to your hospital, that's the only thing missing.
You'll notice stuff you need that has red text for example '0', those in green are optional.
