Hello, yes, you are right!
We know that it is neurology related disorder, but because there are many disorders/diseases in Project Hospital, that are detached to departments in pursuance of respective examinations and treatments, stroke is detached to cardiology. This is how departments differ from each other - in this particular case, treatment related to stroke is "Tissue plasmogenic activator - TPA" and this could be used only at Cardiology. Maybe in this case it is too strange, but through this system we should create more departments, that have unique examinations and treatment procedures and also to prevent creation of any "super-department" where everything could be diagnosed and treated.
