Yes! Although from our own experience, we almost always keep them down to better see what's going on

Does one room equals one ward or is it possible to get several rooms within one ward and if so, how many beds can one ward hold?

Several rooms of the same type are allowed under one department (and I can imagine a lot of players will enjoy creating rooms with different bed count and 'comfort levels'). There will be definitely some limit to the hospital size (staff/patient count wise), but that's still pending especially optimization and testing how manageable are the biggest hospitals going to be, but most likely something like 'a few dozen' inpatients per department.
