This bug doesn't require a savegame, its in every game/language.
Actually I don't consider this a bug, more a lack of consistency in writing the code.
I doesn't bother me really, I just noticed it.

Doctors and nurses are shown in the general-staff-windows (right window in screenshot above) with their level of expertise.
Lab-techs and Janitors are not shown with their level of expertise, but just with their proffesion.
