Staff Availability

Staff from previous shift should remain around for half an hour post shift for changeover. In real life, there is always an overlap and whilst this seems like semantics for Project Hospital, I am losing more than the occasional patient during shift changeover because my previous staff are home with their feet up and a cold beverage while my new staff are getting off the bus
Further, emergencies should always break staff actions such as common room, bathroom, etc. More than occasionally I have someone bleeding out in the trauma centre whilst my on call doctor is hugging up to a cup of joe in the common room and won't dare respond until he/she sees the bottom of the cup.
