Isn't the point of HDU (Where monitors have to be placed) to be able to monitor a patient's heart? Yet it says only ICU/trauma/observation.

Hello - examination procedures at HDU or Regular ward at any department are provided by Diagnostic units or by Specialized units that are present at department (in the case of heart-related symptoms, there could be used examinations at Cardiography unit ).
ER & ICU departments have no such diagnostic unit - there could be used Heart monitoring method.
Examinations procedures are set like this, to maintain consistency of departments on the one hand and allow max possible examinations on each department on the other hand.

The thing is, a lot of heart failure comes from having an 'irregular heart beat.' If they are in HDU on a monitor, this should be automatically detected.
