Any skill starting at zero which adds 8, becomes 7.  I just happened to catch this one when I was remembering to report it.

Hi, thanks for the report - I'd bet this is just a rounding error (something like 7.999999 rounded by default to 7), should be a quick fix if that's the case.

EDIT: looks like it was indeed the case, a fix should be included in the next patch.
