I can only select 2 insurance options at a time, but the game things that three are selected.

Hi, thanks a lot for the report and welcome to the forum! While it's still unclear, how exactly this happened (looks like there's something wrong with this particular sandbox level), we have a quick fix that we'll try to include in the next patch that should both fix it in your save and prevent a similar situation from happening again.
