[OPEN] Nurse stuck in busy loop trying to transport patient to ambulance on stretcher

In this save-file you will notice on the top floor a nurse "Frank Miller" standing by a stretcher. His task was to transfer this patient to another hospital, but at the same time another patient was fetched for transfer. Somehow Frank decided to just stop and stare, not moving the patient back or forth, but be stuck in this perpetual state of limbo.

He should have plenty of opportunity to finish his task, but he seems to be in a busy loop of some kind.
