[RESOLVED] ICU Surgery

Description:
Doctors keep getting stuck with "reserved for procedure" when you have a patient in ICU that needs surgery. They keep in that state for days until the patient dies in the ICU. I don't recall ever getting a ICU patient into surgery, they all die.

Repro steps:
Have a patient in ICU that needs an "abdominal surgery" procedure. All doctors assigned to that procedure get stuck with "reserved for procedure" until the patient dies or you manually remove the "abdominal surgery" procedure.

Notes: This involves the doctors in the on-call room in the general surgery department and Christopher Hernandez in the ICU during the save-game. But It has happened with a lot of other patients.

Hi, two bits of good news:
- Will be fixed in the next patch
- There is a simple workaround for now: add one or two more stretchers to ICU, but in a green area, like in a corridor
