Hi, thanks for the report! Looking at the screenshot, everything looks pretty normal, I think I can see the first patient of the doctor just getting up. The doctors are in this 'Idle' state until a patient comes to their office.
If there are people getting stuck, could you please attach a saved game as usually?

I thought that i've done it. Sorry if i have fogot to do it.

There have been some fixes regarding waiting rooms done in the later patches, so maybe this is already solved - also, looking at the time in the screenshot, it's possible most of the patients were already waiting for lab results, not doctors.
