I have enough nurses and doctors to retrieve the ambulance patients  but they wont go outside and get them.

Hi, the ambulances carry a paramedic who brings the patients, they're probably waiting for something unrelated to the number of staff - could you please attach a screenshot or even better a saved game?
Note: this often happens if there's no free trauma center to accept the patient.
