[RESOLVED BACKLOG] Hospitalised patients cannot switch to departments without hospitalisation enabled

Description
As title states hospitalised patients cannot switch to departments that do not have hospitalisation enabled.

Steps to reproduce
Create a hospital with an Emergency department.
Enable hospitalisation in the Emergency department.
Create a specialised department (without hospitalisation)

Doctors will start to use Observation as a method of diagnosis when they cannot determine the cause of the diseases. Once the diagnosis is completed during hospitalisation, the patient cannot be transferred automatically (or manually) to the destination department, since this department does not (yet) have hospitalisation enabled. The actual condition of the patient doesn't really warrant hospitalisation, yet this still means the patient cannot be successfully treated, whereas a simple trip to the specialised diagnostics office would have resolved this patient's illness easily.
