not willing to look at your zip but, from trial, it MAY be that by "available" it means the room(s) required are not available to hospitalize or treat the patient. need to look at the recommended procedure reqs and do some background work. this has happened to me several times.

Hi, I just tried your save and I have them available. Problem could the that the card did not properly updated.
Can you please try clicking on the Interview to see if it will be prescribed? Or try to close and open the card to see if that helped?
- [UNRESOLVED NEED MORE INFO] Labs not getting tests
- [NEED MORE INFO] Patients spawning with tests running
- [NEED MORE INFO] All tests done, still has symptoms left over: part 2, the problem still exists
- Stopping Unnecessary Tests
- [QUESTION] Hospital patients get assigned many tests, none of which are done.
