[RESOLVED NOT A BUG] Patients refuse to hospitalize

Description:
When playing Emergency Challenge I've noticed that conscious (IDK about unconscious) patients sent for observation or to a trauma center change their clothes (or not if sent to TC) and get stuck. They can move to fulfill needs for ex. to a toilet but after drying hands, they fall into a loop and keep doing the last thing from a 'procedure' until some other need needs to be dealt with. They can also be moved by a nurse with a stretcher for examination, it rarely happens, but usually fix them.
Repro steps
Sending any patient from clinic to TC or observation will induce this bug. In attached save, Rachel Adams is used as a model.

Actually this is not a bug. When you have placed in the lower floor "on-call room" and "nurses station" you have blocked the entrance to trauma center and to elevator (because those rooms are not accesible to patients - red areas in the management mode).
How to fix this: move on-call room and nurses station somewhere else, creating an access to the trauma center and also to elevator. Save the game and then just load.
