Skill Progression

I'm searching for the line which inflicts the skill and level progression. Regarding the new departments, I want to decrease the speed which residents become specialists.
I found in Database/Skills this one:
<ExtraLevelingPercent> which goes from -200 (General Medicine) up to 100 (General Specialization, like acute medicine, etc.)
