Shift change - more realistic approach

I find it very strange that all personal flee the hospital at once and then the other shift arrives and sometimes goes for a bite or the loo first whilst leaving angry patients waiting for examinations or worse: resuscitation.
Usually I would expect the new shift to arrive about 1 hour earlier to change into drabs and get something to eat before relieving the old shift. So generally spoken: new shift to arrive first in the common room, then old shift to leave. It could also be nice, if we could allocate the personal to certain rooms to use like THIS is your preferred toilet, THIS is your preferred staff room and maybe have their own locker there.
Now, I could try to guess, why it is done like it is currently - I presume resource problems if the computer might have to handle double the personal at the same time - even if only for a short period of time. But, as it stands, the current system causes rather ridiculous situations.
