[QUESTION] Collapse patients not being treated when TC beds available? (Steam followup)

Hello, this is a follow-up post from the Steam boards regarding a possible bug with collapse patients being quickly transported away when TC beds are available.

Hi, thanks for the save! I must admit it's really not clear at first glance why this is happening so it will be probably worth it to improve at least some of the tootips for why different hospitalization types aren't available.

The explanation: hospitalization at emergency isn't available as the department isn't complete, you'll still need to add an observation room.
