Hi, thanks for your message and the files!

Having quickly checked the save, I think the only problem is that all rooms assigned to the department are completely clean. If you for example mark the dirty area in front of the pharmacy as a corridor assigned to Admin department, a couple of janitors with arrive almost immediately to clean it up.
