[OPEN] Lab Staff ignores ALLOW toggle

Lab staff technicians still process and transport samples from hospitalised patients even if hospitalised toggle in unticked.

The below screenshot illustrates this issue:



Technicians working in Lab 1 are set to ignore Hospitalised patients and Techicians in Lab 2 are only set to process hospitalised patients. However, they happily ignore the restrictions. Seems this bug is mainly affecting Lab Staff (technicians).

I have uploaded Example.zip save which catches this situation in action - Technician David Lee just picked the sample even though he has hospitalised patients disabled.
