I have placed every item necessary for shortwave therapy but the game insist that I haven't. The room is on the second floor.

Hi, you did place it into the room, but in a wrong place. When you pick up the therapy machine or the table the blinking arrow shows you that you need to place the table and machine on top of it to the bottom of the bed.
